Future of Universal Service Fund Reform Task Force
Convened by the Keep Our Communities Connected (KOCC), led by InnovateEDU and the Schools, Health, and Libraries Broadband Coalition (SHLB)
The Keep Our Communities Connected (KOCC) Coalition and the Schools, Health, and Libraries Broadband Coalition (SHLB) are convening a cross-sector Task Force to examine the structural challenges facing the current Universal Service Fund (USF) framework and to identify areas where durable policy consensus may be possible.
The goal of this effort is to help inform ongoing bipartisan and bicameral policy discussions on Capitol Hill about the long-term sustainability of universal service programs that support broadband access for schools, libraries, rural communities, health providers, and low-income households.
The Task Force will first focus on the immediate policy question of how to stabilize USF programs, including a discussion of the appropriations option raised in recent policy debates. The group may also explore other areas where shared understanding or agreement could emerge over time.
The effort is intended to be informational and exploratory, and to help illuminate areas where bipartisan agreement may be possible. The Task Force is intended to provide a forum for thoughtful discussion and exploration of potential policy approaches and does not begin with any predetermined outcomes.


Composition of Task Force
The Task Force will bring together a small group of senior leaders and policy experts from across the communications and technology policy ecosystem, including:

Former federal and state policymakers with experience in communications policy

Representatives of public interest and civil society organizations

Industry stakeholders and trade associations

Experts from academia and policy research organizations

Representatives of stakeholder communities served by universal service programs
Outputs and Communications
The Task Force will seek to identify areas of agreement and shared principles related to potential approaches to USF reform. The group will operate on a consensus basis, with the goal of highlighting areas where diverse stakeholders can align.
